Once upon a time, a grandmother discovers a child in her cabbage patch. When she dies, Toto is placed in an orphanage, having been raised by his mother. Toto leaves the orphanage ecstatic and seeks employment in postwar Milan. He ends up with the destitute and organizes them to construct a shantytown on an empty lot. The squatters find oil on the ground, and Toto has a vision of an elderly woman who offers him a magic bird that can grant him any wish.
