Outrage
The story starts with Sekiuchi, the leader of the Sannokai, a large organized crime group that runs the entire Kanto region, giving a stern warning to his lieutenant Kato and right-hand man Ikemoto, the leader of the Ikemoto-gumi. Kato tells Ikemoto to bring the Murase-gumi gang into line, but Ikemoto has his own crew, so he gives the job to his subordinate Otomo right away. Otomo is always given the hard jobs that no one else wants to do.
